John Dramani Mahama has nominated a five-member panel to serve on the Fiscal Council in a move the government says is aimed at strengthening economic governance.
The announcement, released by the Presidency on Wednesday, April 8, 2026, forms part of efforts to enhance public financial management.
The nominations were made in accordance with the Public Financial Management Act, 2016 (Act 921), as amended in 2025.
council is expected to bring together expertise from academia, research, and key financial institutions. The nominees are Dr. Emmanuel Oteng Kumah as Chairperson, Prof. Patrick Opoku Asuming representing academia, Leslie Dwight Mensah as the research think tank representative, J. Kweku Bedu-Addo as a policy expert from the Ministry of Finance, and Dr. Henry Akpenamawu Kofi Wampah as a policy expert from the Bank of Ghana.
The inclusion of Dr. Henry Wampah, a former Governor of the Bank of Ghana, and J. Kweku Bedu-Addo reflects the administration’s consideration of experience within the financial sector.
The council is expected to function as an independent body providing oversight of fiscal policy and public finances.
According to the official statement signed by Felix Kwakye Ofosu, Spokesperson to the President and Minister for Government Communications, “the Fiscal Council will work to strengthen financial oversight, fiscal prudence and shape sound decision making in public financial management.”
