The New Patriotic Party (NPP) has called for the immediate suspension of National Democratic Congress (NDC) Communications Officer, Sammy Gyamfi, following the emergence of a video showing him spraying fresh U.S. dollar notes at a public event.
In a press conference held Tuesday morning in Accra, the NPP condemned what it described as “a disturbing display of opulence and financial recklessness” by Mr. Gyamfi, who also serves as the Acting CEO of the Ghana Gold Board. The incident, which occurred on Saturday, May 10, 2025, involved Mr. Gyamfi gleefully distributing dollar bills to Evangelist Patricia Oduro — a known NDC figure — during a public function.
The party said the act has drawn widespread condemnation from Ghanaians, civil society groups, and international watchdogs such as Transparency International.
Breach of Ghanaian Laws
According to the NPP, Mr. Gyamfi’s actions constitute multiple violations of Ghanaian law. They cited the Foreign Exchange Act, 2006 (Act 723), which prohibits individuals from dealing in foreign currency without a license from the Bank of Ghana. The party emphasized that Mr. Gyamfi’s public handling of large sums of U.S. dollars clearly contravenes this law.
They further pointed to the Anti-Money Laundering Act, arguing that the unexplained possession and public display of such foreign currency raises serious suspicions of money laundering.
Additionally, the NPP accused Mr. Gyamfi of violating the recently launched Code of Conduct for Presidential Appointees, introduced by former President John Mahama. Under the code, appointees are required to maintain personal integrity, manage their affairs in a manner that can withstand public scrutiny, and uphold the dignity of their office — obligations the party said Mr. Gyamfi has blatantly disregarded.
Hypocrisy and Double Standards
The NPP also took aim at what it described as Mr. Gyamfi’s “blatant hypocrisy.” They reminded the public that during the controversy surrounding former Minister Cecilia Dapaah, Mr. Gyamfi was among the loudest voices calling for her resignation, citing similar legal and ethical standards.
The party quoted him as saying: “Once money is found in your custody and you cannot account for it, and it is disproportionate to your income, you shall be deemed to have committed the offense of money laundering.”
The NPP argued that if these words applied then, they must apply now, and insisted that Mr. Gyamfi should be held to the same standard.
Call on the President to act
The party called on President Mahama to act decisively by suspending or interdicting Mr. Gyamfi pending a full investigation. They urged the Office of the Special Prosecutor (OSP) and the Criminal Investigations Department (CID) to investigate the source of the funds, determine whether any laws were breached, audit Mr. Gyamfi’s assets, and examine whether public funds may have been misappropriated.
They further noted that Mr. Gyamfi has not publicly declared earning a salary in his current role, raising even more questions about the origin of the funds he displayed.
Drawing a comparison to the case of Madam Cecilia Dapaah — who resigned from her ministerial position and was later cleared of corruption after extensive investigations — the NPP stressed that similar accountability must apply in this instance.
“We demand the same level of accountability from Mr. Gyamfi. Ghanaians deserve leaders who serve with humility and integrity — not impunity,” the party concluded.
