The Civil and Local Government Staff Association of Ghana (CLOGSAG) has declared an industrial action and warned of a nationwide strike beginning March 9, 2026, over delays in implementing the Unique Salary Structure and other agreed conditions of service.
In a press statement dated February 19, 2026, the National Executive Council (NEC) of CLOGSAG said it convened to assess the status of negotiations concerning the unique salary structure for staff of the Civil Service and Local Government Service.
The Association expressed concern that despite years of engagement, the government has failed to honour commitments regarding the implementation of the agreed salary reforms.
According to the statement, the journey toward securing the unique salary structure dates back to 2019, when the Civil Service and Local Government Service were separated. CLOGSAG noted that since then, several reminders have been issued to the Ministry of Labour, Jobs and Employment and the Fair Wages and Salaries Commission (FWSC), but these efforts have not yielded the desired response.
“The NEC observed that the staff of the services are being taken for granted as reminders to the Ministry of Labour, Jobs and Employment and the Fair Wages and Salaries Commission (FWSC) have not been responded to. Government has been mute over their own promises to implement the unique salary structure and other conditions of service effective January 1, 2025,” the statement said.
In light of what it described as prolonged inaction, the NEC resolved to declare an industrial action to press home its demands.
“In the light of the above NEC decided to declare an industrial action to back the demand for better conditions of service for its members,” the statement added.
CLOGSAG further warned that if the government fails to honour its side of the agreement, its members across the country will embark on a nationwide strike effective March 9, 2026.
