Election Watch Ghana to hold national dialogue on Act 999, political vigilantism on August 25

In a push to safeguard Ghana’s democratic governance and address political vigilantism, advocacy group Election Watch Ghana will convene a National Policy Dialogue on Tuesday, August 25 to examine the implementation of the Vigilantism and Related Offences Act, 2019 (Act 999), and its implications for national security and democratic governance.

The dialogue, themed “Assessing the Implementation of the Vigilantism and Related Offences Act, 2019 (Act 999) and Its Implications for National Security and Democratic Governance,” will be held at the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in Accra on Tuesday, August 25, 2026, at 10:30 a.m.

The event is expected to bring together current and former national security officials, security and defence analysts, legal practitioners, academics, law enforcement representatives and religious leaders to discuss the implementation of the legislation and the broader challenges associated with political vigilantism.

Former Chief of Staff Dr Julius Debrah is scheduled to chair the event, while the National Security Coordinator, COP Abdul-Osman Razak, is expected to deliver the guest address.

The National Chief Imam, His Eminence Sheikh Osman Nuhu Sharubutu, will attend as the special guest of honour.

The first panel discussion will consider the strategic implications of Act 999 for national security and democratic governance.

Speakers are expected to include former Minister for National Security and Information Kofi Totobi Quakyi, Professor George Meyiri Bob-Milliar of the Kwame Nkrumah University of Science and Technology, former National Security Minister Francis Poku, and security and defence analyst Col. Festus B. Aboagye (Rtd).

The second panel will focus on the practical implementation of Act 999, including enforcement challenges, policing, peacebuilding and public awareness.

The panel is expected to feature former Defence Minister and Attorney-General Dr Benjamin Kunbour, former National Security Minister Albert Kan-Dapaah, COP Emmanuel Teye Cudjoe of the Ghana Police Service, and Kwasi Yirenkyi, Senior Public Relations Manager at the National Peace Council.

The Vigilantism and Related Offences Act, 2019 (Act 999), was enacted to prohibit the activities of political vigilante groups and provide sanctions for related offences.

Election Watch Ghana says the engagement is intended to promote broader discussions among political actors, state institutions, security agencies and civil society on peaceful political participation and the protection of Ghana’s democratic institutions.
