The government has terminated 278 small-scale mining licences across the country for regulatory breaches and failure to renew expired permits, in what it says is part of efforts to enforce responsible mining and strengthen governance in Ghana’s minerals sector.
In a public notice issued by the Ministry of Lands and Natural Resources, the government emphasized that while small-scale mining plays a vital role in local economic development, it must be conducted within the framework of the law.
“The government recognises the significant role of small-scale mining in the development of our local economy, providing jobs and income to many families,” the statement read. “However, mining operations must strictly adhere to regulations and policies designed to protect citizen involvement, promote environmental stewardship, and ensure compliance with good governance practices.”
According to the ministry, the decision to revoke the licences is based on the Minerals and Mining Act, 2006 (Act 703), as amended, and the Minerals and Mining (General) Regulations, 2012 (L.I. 2173). The affected companies listed in the notice include community mining schemes and privately owned enterprises that either violated regulatory conditions or allowed their licences to lapse.
“Such breaches undermine the integrity of institutional governance in the issuance and management of mineral rights, as well as the trust that citizens place in our institutions,” the ministry stated.
It added that operators who fail to renew their licences “render themselves legally unable to conduct mining operations”, warning that enforcement of the rules is crucial to protect both the environment and host communities.
The ministry reiterated that the move is not intended to stifle economic progress but to ensure that mining remains sustainable and responsible.
“Regulations are not intended to hinder progress; rather, they are essential for responsible mining enterprises and sustainable development. When mining operators fail to comply with these regulations, they jeopardise not only the health of the environment but also the welfare of host mining communities,” it stressed.
The government also urged all current and prospective miners to familiarise themselves with the procedures for obtaining and renewing mineral rights, cautioning that non-compliance will continue to attract sanctions.
“This public notice serves a dual purpose: it highlights the responsibility of miners to adhere to regulations while reaffirming the government’s commitment to enforcing these rules,” the statement said.
