The University Teachers Association of Ghana says it is dismayed by the resubmission to Parliament of the “controversial” Public Universities Bill by the government without consultation.
In a statement on Tuesday, February 6, 2024, the Association accused the government of pushing through the bill even though a wide section of the public, particularly those in the tertiary environment, had rejected it.
It also criticised the lack of consultation with or engagement with the Association and consequently demanded its removal from Parliament.
“UTAG vehemently opposes the passage of the PUB in its current form and demands its immediate withdrawal from Parliament.”
“The disregard for consultation with UTAG, coupled with the alarming disregard for the concerns of the university community, demonstrates a lack of respect for the principles of shared governance and academic freedom,” the statement further bemoaned.
UTAG called on the government to change its approach and engage with relevant stakeholders, including the Technical Universities Teachers Association of Ghana (TUTAG).
The Public Universities Bill seeks to harmonise the finances, administration, and governance structure of public universities.
The bill, if passed, will give the government power to appoint the majority of members of the University Council, who in turn can appoint and dismiss public university officials.
The bill also gives the President the power to dissolve the University Council, which will now have the power to appoint a chancellor.
It gives effect to the University Council’s ability to control the finances of the university and determine the allocation of funds.
Additionally, the bill seeks to rename four public universities after various personalities.
