The Attorney General, Dr Dominic Ayine, has criticised expenditure on the construction of the National Cathedral, arguing that the funds could have been used to complete some of the stalled hospitals under the former government’s Agenda 111 programme.
Dr Ayine made the comments during the district launch of the Free Primary Health Care programme in the Bolga East Constituency in the Upper East Region on Thursday, August 13, 2026.
In his address, the Attorney General raised concerns about the manner in which the National Cathedral project was initiated and implemented, particularly regarding the resources committed to it.
He said a report prepared by audit and consulting firm PwC on the National Cathedral was presented to him on Friday, August 7, and suggested that the funds spent on the project could have been utilised for other pressing national needs.
Dr Ayine argued that the resources could have contributed to the completion of some hospitals under Agenda 111, a major healthcare infrastructure initiative launched by the Akufo-Addo administration to provide hospitals in districts without adequate healthcare facilities.
“The PwC report on the National Cathedral was presented to me last Friday. The monies spent on the National Cathedral from that report could have been used to complete some Agenda 111 Hospitals.
“You don’t build a house of God in the manner in which they went about it.”
The National Cathedral was conceived by former President Nana Addo Dankwa Akufo-Addo as a major religious and national landmark. The project has attracted significant public attention since its inception, particularly over its funding arrangements, expenditure and progress.
The project has also faced scrutiny amid Ghana’s economic challenges and competing demands for public investment in critical sectors such as healthcare, education and infrastructure.
Dr Ayine used the launch of the Free Primary Health Care programme to highlight the need to prioritise public expenditure towards improving access to essential healthcare services.
