The Government of Ghana has initiated steps to secure an international arrest warrant through INTERPOL for a Russian national accused of publishing sexually explicit images and videos of Ghanaian women without their consent.
Speaking to the media on Wednesday, February 18, the Minister for Communication, Digital Technology and Innovation, Sam Nartey George, described the suspect’s actions as “atrocious conduct” and assured the public that authorities would pursue all legal avenues to ensure accountability.
“This is a serious violation of our laws and the dignity of our citizens. We will not allow anyone to exploit Ghanaian women and hide behind borders,” he stated.
According to the Minister, formal complaints lodged by several affected women triggered immediate investigations by the Criminal Investigation Department (CID) and other relevant state agencies. He added that online speculation about the suspect’s identity had been resolved following official verification.
“Checks conducted through his passport have confirmed that he is a Russian national, contrary to earlier rumours circulating on social media,” he noted.
The clarification was made during a joint press conference by the Ministry of Communication, Digital Technology and Innovation and the Ministry of Gender, Children and Social Protection. The government also disclosed that engagement with the Russian Embassy in Accra confirmed the individual’s nationality, and that the suspect’s passport details would be made available to the media for verification.
The case, which gained national attention after a video involving a man identified as Yaytseslav went viral on social media, has sparked widespread outrage and renewed concerns about online sexual exploitation.
Authorities say they are working closely with the Ghana Police Service, as well as financial and cybersecurity agencies, to gather evidence and prepare documentation for international cooperation.
Before the announcement, government officials summoned representatives of the Russian Federation to formally express concern and request cooperation in the investigations.
The Minister stressed that the incident underscores the growing threat of cybercrime and digital abuse in Ghana, reaffirming the government’s commitment to protecting victims.
“Anyone who downloads, forwards, or monetises these materials is equally breaking the law and will be dealt with,” he warned.
Officials say investigations are ongoing and that updates will be provided as efforts continue to ensure justice for the affected women.
Meanwhile, Sam George says government engagement with the Russian Embassy in Ghana has confirmed that the individual is indeed a Russian national.
He added that the suspect’s passport details would be made available to the media for verification.
