Gov’t proposes new cocoa pricing framework under COCOBOD reform bill

The Government has announced plans to reform Ghana’s cocoa sector through new legislation and a major investment in rural road infrastructure aimed at improving agricultural productivity and market access.

Presenting the 2026 Mid-Year Fiscal Policy Review to Parliament on Thursday, Finance Minister Dr. Cassiel Ato Forson disclosed that a new COCOBOD Bill will be laid before Parliament to replace the Ghana Cocoa Board Act of 1984.

According to the Minister, the proposed legislation seeks to modernise the governance, financing and pricing framework of the cocoa sector.

“The proposed legislation will introduce a new producer pricing mechanism that aligns producer prices with movements in international cocoa prices, exchange rate developments, and other relevant market conditions,” Dr. Forson said.

He added that the Bill proposes to guarantee cocoa farmers not less than 70 percent of the gross Free-on-Board (FOB) price and introduce measures requiring at least 50 percent of Ghana’s cocoa beans to be processed locally.
