The Ministry of Trade, Agribusiness and Industry has issued a strong warning to importers and the general public against the smuggling and unlicensed importation of Portland cement into the country.
In a statement issued on October 21, 2025, the Ministry emphasized that the unauthorised importation of Portland cement constitutes a breach of the Export and Import (Restrictions on Importation of Portland Cement) Regulations, 2016 (L.I. 2240), which mandates all importers to obtain a valid licence from the Minister before engaging in commercial importation.
“The Ministry wishes to remind all stakeholders that no import licences have been granted since my assumption of office,” said Hon. Elizabeth Ofosu-Adjare (MP), Minister for Trade, Agribusiness and Industry.
“Any ongoing importation of Portland cement without proper authorisation is illegal and will attract severe sanctions, including seizure of goods, imposition of fines, and possible prosecution,” the Minister added.
To curb the growing menace, the Ministry has intensified collaboration with the Ghana Revenue Authority (GRA) and the Ghana Standards Authority (GSA) to strengthen border monitoring, conduct market inspections, and ensure compliance throughout the cement value chain.
“The Ministry is determined to protect local manufacturers, ensure fair competition, and safeguard consumers from substandard products,” the statement noted, adding that “only certified and licensed manufacturers and importers are permitted to operate within the sector.”
The public has been urged to refrain from engaging in or supporting unlicensed import activities and to promptly report suspicious cases to the authorities.
“This initiative is part of our broader commitment to uphold the integrity of Ghana’s construction sector and promote sustainable industrial growth,” the Minister said.
