The National Communications Authority (NCA) has completed the qualification stage of the Request for Applications for spectrum licences in the 700 MHz, 2.3 GHz and 3 GHz bands, paving the way for the next stage of Ghana’s 5G spectrum licensing process.
The NCA said three of the four applicants that submitted applications for spectrum licences have qualified to proceed to the next stage.
According to a press release issued by the Authority on Wednesday, September 9, 2026, the qualification stage involved an Eligibility Review and Technical Qualification Assessment.
The assessment was conducted under Envelope A, covering the Technical and Qualification Submission.
“The Authority has completed the qualification stage of the Request for Applications for spectrum licences in the 700 MHz, 2.3 GHz and 3 GHz bands,” the NCA stated.
The three qualified applicants are Scancom Plc (MTN Ghana), Ghana Telecommunications Company Limited (Telecel Ghana), and Glo Ghana Limited.
Infra Ltd, the fourth applicant, was declared non-qualified.
The NCA said the assessment was conducted in accordance with Section 3.3.2(4) of the Request for Applications, under which it is required to publish the list of qualified and non-qualified applicants.
“All Applicants have been duly informed of the Authority’s determination in respect of their applications with reasons provided where applicable,” the NCA said.
The Authority said only the qualified applicants would proceed to Stage 2 of the selection process.
It explained that the next stage would involve the opening and ranking of the Best Price Offers submitted by the qualified applicants.
“Accordingly, the Envelope B submitted by the Non-qualified Applicant will not be opened,” the NCA stated.
The Authority said the qualified applicants would be notified separately of the date, time and venue for the opening and ranking of their Best Price Offers.
The licensing process forms part of Ghana’s efforts to make additional spectrum available to support the deployment and expansion of advanced mobile broadband and 5G services.
