NHIS introduces comprehensive membership handbook for health packages

The National Health Insurance Scheme (NHIS) has launched a new resource, the “NHIS Membership Handbook,” designed to educate Ghanaians on the latest healthcare packages available through the NHIS. The handbook, titled “A Guide to Enrolling and Accessing Healthcare under the NHIS Benefit Package,” provides comprehensive details on accessing healthcare services at government hospitals and NHIS-accredited pharmacies across Ghana.

As part of a nationwide outreach launched on November 1, 2024, NHIS representatives conducted a street float to engage directly with communities, distributing the handbook and answering questions about the NHIS’s expanded healthcare benefits. This initiative aims to increase public awareness of both new and existing healthcare services.

Key NHIS Benefits Outlined in the Handbook

The handbook highlights a variety of covered services, including:

  • General and Specialist Consultations and related diagnostic tests, such as laboratory work, X-rays, and ultrasound scans.
  • Medications listed on the NHIS-approved drugs list, including FDA-approved traditional medicines prescribed by accredited practitioners.
  • Specialized Treatments like HIV/AIDS treatment, outpatient surgical operations (e.g., hernia repair), and clinical family planning options (e.g., injectables, implants, and vasectomy).
  • Pediatric Cancer Care, covering chemotherapy and radiotherapy for specific childhood cancers like Acute Lymphoblastic Leukemia, Burkitt’s Lymphoma, and Retinoblastoma.

Other benefits include oral health services (such as pain relief, tooth extraction, and dental restorations), eye care services (including cataract surgery and intraocular lenses), and comprehensive maternal care for pregnant and nursing mothers, such as antenatal, delivery, and postnatal services.

Expanded Emergency Coverage

The NHIS has broadened its scope to cover a wide range of emergency medical services. This includes immediate care for medical and surgical emergencies, pediatric crises, gynecological emergencies (including C-sections), road traffic and workplace accidents, and critical interventions like dialysis for acute renal failure and CT/MRI scans for trauma cases.

Exemptions from NHIS Coverage

Despite the expanded benefits, some services remain outside the NHIS scope. These include:

  • Rehabilitation Services beyond physiotherapy.
  • Appliances and Prostheses, such as hearing aids and dentures.
  • Cosmetic and Aesthetic Treatments and certain surgeries, like brain surgery not related to accidents.
  • Chronic Care Services, including dialysis for chronic renal failure and treatments for cancers beyond specific types like cervical and childhood cancers.
  • International Medical Care, including treatment or diagnosis abroad, as well as services for visa, institutional, or VIP needs.

The NHIS also clarifies that if prescribed medications are unavailable at an NHIS-accredited facility, members have the right to request a prescription for fulfillment at a participating pharmacy. However, patients treated at private facilities will be responsible for their pharmacy costs.

Membership Renewal and Coverage for Special Populations

Renewal of the NHIS membership card can be completed using the *929# shortcode, the MyNHIS app, or by visiting an NHIS district office. Members are advised to renew their cards three months before expiration to ensure uninterrupted service. Those who delay more than three months past expiration will face a one-month waiting period before reactivation, although this waiting period is waived for children under five, pregnant women, and seniors over 70.

For newborns, NHIS benefits extend through their mother’s card until the baby reaches three months old, after which parents must enroll the child independently.

NHIS Access for Ghanaians Abroad

Ghanaians living abroad can also enroll in NHIS using the MyNHIS app. However, the NHIS card can only be used at healthcare facilities within Ghana.

Introduced in 2003, the NHIS is a government-led initiative that aims to provide affordable access to quality healthcare for all Ghana residents, including visitors. Through the updated Membership Handbook and recent outreach, NHIS continues to enhance awareness and accessibility of its essential healthcare services across the country.
