The Ministry of Works, Housing and Water Resources says key legal and contractual steps have been completed to enable the continuation of the Saglemi Affordable Housing Project, which has remained stalled for several years.
The Minister, Hon. Kenneth Gilbert Adjei, disclosed this during the Government Accountability Series at the Presidency on Tuesday, January 28, 2026, while presenting the performance of the sector.
“My ministry has intensified engagement with the selected developer for the completion of the Saglemi Affordable Housing Project,” the Minister said.
According to him, the developer selection process, conducted by Deloitte Ghana, has been completed, leading to the signing of the Head of Terms by all parties involved. He added that a joint venture arrangement has been concluded, and a shareholders’ agreement has been drafted and agreed upon.
The Minister noted that the documentation is currently undergoing legal review.
“The document is currently with the Attorney-General for review and finalisation,” he stated.
The Saglemi Affordable Housing Project was designed to contribute to efforts to address Ghana’s housing deficit, particularly within the Greater Accra Region. Progress on the project has previously been affected by contractual and legal issues.
The Ministry says the current steps form part of broader efforts to regularise project arrangements and ensure compliance with applicable legal and governance requirements before construction resumes.
Mr. Adjei also indicated that the Ministry has been working with other state institutions, including the Ministry of Lands and Natural Resources, to strengthen oversight of public housing projects and safeguard state interests.
The Works, Housing and Water Resources Ministry did not provide timelines for the resumption of construction but said further updates would be communicated as processes are concluded.
