The Commission on Human Rights and Administrative Justice (CHRAJ) has exonerated Reverend Victor Kusi Boateng, Secretary to the National Cathedral Board of Trustees, of allegations involving the possession of dual passports and conflict of interest.
The investigation followed a January 2023 petition by North Tongu MP Samuel Okudzeto Ablakwa, who accused Rev. Kusi Boateng—also known as Kwabena Adu Gyamfi—of using multiple identities and engaging in improper financial dealings linked to the National Cathedral project.
CHRAJ’s findings debunked the claims of dual passports.
The report confirmed that Rev. Kusi Boateng holds a single Ghanaian passport issued under the name Kwabena Adu Gyamfi, contrary to Mr. Ablakwa’s assertions of multiple identities.
Regarding a controversial transfer of GH¢2.6 million from the National Cathedral Secretariat to JNS Talent Centre Limited, CHRAJ clarified that the payment was a reimbursement to Rev. Kusi Boateng.
According to the Commission, the funds were advanced by him to contractors working on the National Cathedral when the Secretariat faced financial difficulties. CHRAJ determined that no services were rendered by JNS Talent Centre for the payment but found no evidence of wrongdoing in the transaction.
Mr. Ablakwa had alleged that Rev. Kusi Boateng’s dual identity was part of a “criminal creation” to orchestrate financial impropriety. He also accused him of conflicts of interest, claiming he paid the GH¢2.6 million to his own company for no work done.
However, CHRAJ’s investigation found no basis for these accusations and concluded that the transactions were legitimate.
