Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, is set to appear before the National Intelligence Bureau (NIB) as investigations into an alleged payroll fraud intensify.
Oware-Mensah is accused of facilitating the addition of over 80,000 ghost names to the NSA payroll, an issue that has raised serious concerns about financial mismanagement within the Authority.
The NIB has already begun probing the matter, having previously questioned Mr. Ohene Gyan, a former Deputy Director of Operations at the NSA.
The investigation follows President John Dramani Mahama’s recent call for increased accountability, particularly in cases of corruption. During his State of the Nation Address on February 27, 2025, President Mahama urged security agencies to place individuals accused of corruption-related offences on a “wanted list” to ensure they face justice.
Oware-Mensah’s return to Ghana has fuelled public interest in the case, especially after a viral video surfaced showing her walking through the arrival hall of Kotoka International Airport, accompanied by two individuals. Her arrival was later confirmed by Minority Leader Alexander Afenyo-Markin, who assured the public that she was prepared to cooperate with the authorities.
Speaking to the media, Mr. Afenyo-Markin revealed that Oware-Mensah would soon meet with the NIB, accompanied by her legal team.
“I am aware that Gifty arrived this afternoon. I have been in touch with her; she’s here in Ghana. Her lawyers are in contact with the National Investigation Bureau, and I am sure she is going to make herself available. Whatever the state investigation authorities have, they will proceed within due process,” he stated.
He further emphasized the New Patriotic Party’s (NPP) commitment to accountability, stating, “My view is that the NPP is not against accountability, myself included.
We have been in public service, and now we are out of it. If the new government needs former officials to explain certain matters, they have the right to request that.”
