The Ghana National Association of Teachers (GNAT) has given the government and relevant authorities until September 7, 2026, to resolve outstanding issues affecting teachers, warning that failure to act could trigger industrial action.
The warning follows concerns over delays in the placement of promoted teachers within the Ghana Education Service (GES), the status of Directors I and II ranks, and the renewal of the Collective Agreement governing teachers’ conditions of service.
In a statement dated August 7, 2026, GNAT said its National Executive, at a meeting held at its headquarters in Accra, expressed “deep concern” over what it described as prolonged delays affecting critical conditions of service and career progression issues within the GES.
The association said many teachers had successfully completed the required promotion processes and had been duly promoted but were still waiting for their promotions to be formally placed.
According to GNAT, the delays have created uncertainty, financial difficulties and frustration among affected teachers who continue to perform their duties without receiving the corresponding benefits and recognition attached to their new ranks.
GNAT also raised concerns about the continued delay in decoupling the Directors I and II ranks from the positions of District and Regional Directors.
The association said the administrative arrangement had affected career progression and created stagnation within the professional structure of the GES.
It called on the GES, the Fair Wages and Salaries Commission (FWSC) and the Public Services Commission (PSC) to expedite the necessary processes to ensure that affected teachers are appropriately placed.
GNAT said this should be done in accordance with the directive issued by the President.
The teachers’ association further expressed disappointment over the delay in renewing the Collective Agreement governing the terms and conditions of service of teachers.
The existing agreement expired on July 31, 2026.
GNAT said the expiration had created uncertainty for teachers and called for urgent action to prevent further delays in addressing their concerns.
The association is demanding that the authorities expedite the processing and implementation of outstanding promotion placements by August 31, 2026, in line with a GES press release issued on July 28.
It is also demanding the completion of the decoupling of the Directors I and II ranks from the District and Regional Directors’ positions.
In addition, GNAT wants negotiations for the renewal of the expired Collective Agreement to be fast-tracked to protect the interests and welfare of teachers.
GNAT has now set September 7, 2026, as its deadline for the authorities to act on the outstanding issues.
The association warned that failure to resolve the matters by the deadline could lead to industrial action.
“The National Executive of GNAT calls on all the relevant authorities to act expeditiously on the aforementioned issues on or before September 7, 2026, to avert any industrial action,” the statement said.
GNAT urged the GES, FWSC, PSC and other relevant stakeholders to treat the issues with urgency and take concrete steps to address the concerns of affected teachers.
