The Controller and Accountant-General’s Department (CAGD) says it has processed and paid all 6,079 promotion cases submitted by the Ghana Education Service (GES), including applicable arrears, as part of the September 2026 salaries.
The Department said the payments followed an agreement reached at a meeting on August 31, 2026, involving the Ministry of Education, teacher unions, GES and CAGD to facilitate the payment of promotion arrears to affected teachers with effect from January 1, 2026.
In a statement issued on Sunday, September 27, CAGD said it had received 6,079 completed promotion input forms and corresponding promotion letters from GES as of September 22, out of an expected 58,620 cases.
“CAGD has processed every valid case received from GES,” the Department said, adding that “any outstanding payment therefore relates to cases for which GES is yet to submit the requisite documentation for validation and processing.”
The clarification follows concerns raised by the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT) and Pre-Tertiary Teachers’ Association of Ghana (PRETAG) over alleged delays in placing promoted teachers on their appropriate salary scales.
CAGD explained that Ghana’s government payroll system operates through two platforms: the Human Resource Management Information System (HRMIS), managed by employers such as GES, and the Integrated Personnel and Payroll Database 2 (IPPD2), managed by CAGD.
Under the established process, GES is responsible for initiating promotions in HRMIS before submitting the required documents to CAGD for validation and payroll processing.
The documents include a duly completed and authorised promotion or change-of-grade input form and a copy of the employee’s promotion or upgrading letter.
“These documents are not mere administrative formalities,” CAGD said, explaining that they are necessary safeguards against “fictitious promotions, unauthorised salary adjustments, and irregular payments.”
The Department said it could only process promotion-related salary adjustments after receiving and validating the required documentation from the employer.
It assured teachers that every legitimate payment would be processed once the necessary documents were submitted and validated, while urging stakeholders to collaborate to resolve outstanding cases.
