The Driver and Vehicle Licensing Authority (DVLA) has renegotiated a roadworthiness certificate agreement, reducing its total cost from US$155.4 million to GH¢2 million for a three-year period covering 2026 to 2028.

The Chief Executive Officer of the DVLA, Julius Neequaye Kotey, disclosed this during the Government Accountability Series, explaining that a review of the authority’s inherited contractual obligations had revealed a significant financial commitment associated with the roadworthiness certificate arrangement.

According to the figures presented, the agreement carried an annual cost of US$51.8 million over a three-year period, amounting to US$155.4 million.

The renegotiated agreement replaces the previous dollar-denominated commitment with a total payment of GH¢2 million for the 2026–2028 period, representing a substantial reduction in the authority’s contractual expenditure.

The development highlights the potential financial implications of reviewing existing public-sector contracts and renegotiating terms considered costly to the state.

Separately, the DVLA transferred GH¢17.7 million into the Consolidated Fund and GH¢80.4 million into the Road Fund in 2025, bringing its total contributions to the two funds to GH¢98.1 million.

The Road Fund contribution was made pursuant to the applicable legal framework governing the authority’s obligations, with the reported amount representing a significant contribution to road-sector financing.

The Consolidated Fund transfer contributes to the government’s general public finances, while the Road Fund supports the financing of road-related infrastructure and activities.

The figures were presented as part of the authority’s financial performance and accountability disclosures, outlining both its contributions to public funds and measures taken to reduce contractual costs.
