President John Dramani Mahama has appointed Dr Joseph Kwaku Asamoah, a former Director of Finance at the Electoral Commission and Emelia Affi Agbenyo, Deputy Director-General of Operations at the Ghana TVET Service as Deputy Chairpersons of the Electoral Commission.
Their appointments follow changes in the Commission’s senior leadership, including the resignation of Dr Bossman Eric Asare, who was responsible for Corporate Affairs, effective July 31, 2026, and the retirement of Samuel Tettey, the former Deputy Chairperson in charge of Operations, upon reaching the mandatory retirement age.
Dr Asamoah brings experience in electoral administration, legal practice, financial management, auditing and academia to his new role.
He previously served as Director of Finance at the Electoral Commission from 2009 to 2019 and as Head of Audit from 2010 to 2014. He also served as Director of the Commission’s Training Centre and worked as an elections and financial consultant.
He currently lectures at the Kwame Nkrumah University of Science and Technology (KNUST) and Wisconsin International University College, Ghana. He also serves as an adjunct lecturer and course facilitator at the Kofi Annan International Peacekeeping Training Centre, where he teaches postgraduate courses.
A legal practitioner with Asante-Krobea Sekyere & Associates, Dr Asamoah has expertise spanning public policy, research, professional training and institutional capacity development.
Meanwhile, Ms Agbenyo brings experience in technical and vocational education and training (TVET), skills and enterprise development, international development cooperation and gender transformation.
As Deputy Director-General of Operations at the Ghana TVET Service, she has worked in skills development and initiatives aimed at promoting inclusive economic empowerment.
Her professional experience includes policy design, resource mobilisation and the management of multi-stakeholder partnerships. She has also led skills development projects that equipped women with employable skills in traditionally male-dominated trades.
Ms Agbenyo co-authored Ghana’s first Disability and Gender Inclusive TVET manual and has conducted gender analyses for various development agencies.
Her career has included work with the United Nations Development Programme’s Small Grant Project, the then Council for Technical and Vocational Education, the Korea International Cooperation Agency (KOICA) and the German development agency GIZ in Ghana, among other organisations.
The two are expected to serve under the EC Chairperson, Mrs Jean Adukwei Mensa, who was appointed by former President Nana Addo Dankwa Akufo-Addo in July 2018 and sworn into office on August 1, 2018.
