Financial irregularities fall 62.9% to GH¢7.69bn in 2025 – Finance Ministry

Financial irregularities recorded across Ghana’s public sector declined by 62.9% in 2025, falling from GH¢20.72 billion in 2024 to GH¢7.69 billion, according to the Ministry of Finance.

Financial irregularities typically include issues identified through public sector audits and may involve breaches of procurement and financial management procedures, unsupported payments, unaccounted-for funds and other control weaknesses.

The reduction represents a decrease of GH¢13.03 billion and exceeds the government’s target of reducing financial irregularities by at least 50%.

The Ministry said the improvement covered irregularities identified across Ministries, Departments and Agencies (MDAs), Metropolitan, Municipal and District Assemblies (MMDAs), the District Assemblies Common Fund, public boards and State-Owned Enterprises (SOEs), as well as public universities and colleges of education.

In a post on social media, the Ministry attributed the decline to strengthened internal controls and increased accountability within public institutions.

“Financial irregularities across MDAs, MMDAs, the District Assemblies Common Fund, Public Boards and State-Owned Enterprises, and Public Universities and Colleges of Education fell from GH¢20.72 billion in 2024 to GH¢7.69 billion in 2025,” the Ministry stated.

It said the GH¢13.03 billion reduction represented a 62.9 per cent decline, describing the development as an indication that measures to strengthen controls and accountability were producing measurable results.
